Masharov noted that there is currently no infrastructure in Russia for legal cryptocurrency trading, and settlements are allowed only in foreign economic transactions. He cited Belarus as an example, where crypto exchanges operate under the control of a High-tech Park, which allowed the country to legalize digital assets.

The initiative aims to bring billions of dollars in turnover out of the shadows, legalize mining and combat fraud.
